Consultation paper: consent to prosecute certain conspiracies
I refer to you letter dated 4 August 2004, in which you set out a proposal to amend the law of conspiracy. The proposal is to require that when a substantive offence requires the consent of (in most cases) the Secretary for Justice or her delegate then a charge of conspiracy to commit that offence also requires consent by the Secretary (or her delegate).
The proposal is clearly a sensible one.
